The Department of Science and Technology – Central Office (DOST-CO) is in need of qualified applicants to fill up the position of Chief Administrative Officer (Supply Officer V) / SG-24 - OSEC-DOSTB-CADOF-1-2017 under the Administrative and Legal Service - Procurement Management Division. Applicants must meet the following requirements of the position:

Job Description | : |
1. Performs a broad range of management, supervisory, and coordination work for the delivery of support services and functions of the Division, including management of the Department's procurement of goods and services; 2. Recommends to the Head of Procuring Entity the methods of the procurement of goods, services, and 3. Oversees the development and implementation of strategies and policies pertaining to the procurement of goods, services, and infrastructure projects; 4. Reviews contract requests and proposals and other forms of agreement to determine if the proposed provisions conform to applicable rules and regulations; recommends necessary terms and conditions to be included in the contract; and develops/updates standard formats and guidelines to help clarify contract terms and provisions; 5. Monitors progress of contracts to determine slippages in the delivery of outputs or possible violation of certain terms and conditions, and recommends corrective actions, if any; 6. Represents the Department to the PhilGEPS and PS-DBM on behalf of the Procuring Entity; 7. Leads in the formulation of the Division's work plan specifying strategies and the corresponding work processes towards achieving the expected outputs and systematic delivery of needed services; 8. Reviews and evaluates the overall performance of individual staff members to determine shortfalls in the achievement of targets and gaps in the delivery of quality, timely, and adequate support services; and 9. Performs other functions as may be assigned from time to time. |

Preferred qualifications: a. Proven knowledge on government procedures and policies including government accounting and auditing rules and regulations b. Proven expertise on the implementation of the provisions of RA 12009 and its Implementing Rules and Regulations d. Public service-oriented, proactive, and proven track record of integrity and credibility |
