INVITATION TO APPLY FOR ELIGIBILITY AND TO BID
(Rebidding)

The Metals Industry Research and Development Center (MIRDC) and the Philippine Textile Research Institute (PTRI), through the General Funds for CY 2013 intends to apply the sum being the Approved Budget for the Contract (ABC) to payments under the contract for the hereunder projects. Bids received in excess of the ABC shall be automatically rejected at bid opening.

Bidders should have completed, within THREE YEARS from the date of submission and receipt of bids (i.e. from November 2009), a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II, Instruction to Bidders. Duration of the contract to be bid shall be for three (3) years.

Bidding will be conducted through open competitive bidding procedures using a non- discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act.” Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183 and subject to Commonwealth Act 138.

Interested bidders may obtain further information from Ms. Nimfa O. Usero, MIRDC BAC Secretariat, and inspect the Bidding Documents at the address given below during office hours, 9:00 A.M. to 4:00 P.M.

A complete set of Bidding Documents may be purchased by interested Bidders on January 11, 2013 until the deadline for the submission of bids, from MIRDC and upon payment of a non-refundable fee for the Bidding Documents in the amount as indicated below:

The Metals Industry Research and Development Center (MIRDC) and the Philippine Textile Research Institute (PTRI) will hold a Pre-Bid Conference on January 21, 2013, 9:00 A.M. at the MIRDC Multi-Purpose Room, Basement, Laboratories Building, Gen. Santos Ave., Bicutan, Taguig City which shall be open only to all interested parties who have purchased the Bidding Documents.

Bids must be delivered to MIRDC BAC Secretariat on February 4, 2013 between 8:00 A.M. to 8:30 A.M. only. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.

Bid opening shall be on February 4, 2013, 9:00 A.M. at MIRDC Multi-Purpose Room, Basement, Laboratories Building, Gen. Santos Ave., Bicutan, Taguig City. Bids will be opened in the presence of the Bidder’s representatives who choose to attend at the address below. Late bids shall not be accepted.

The Metals Industry Research and Development Center (MIRDC) and the Philippine Textile Research Institute (PTRI) reserve the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
