La Trinidad, Benguet—The Department of Science and Technology formalized the turnover of PTRI sericulture staff and facilities in La Trinidad, Benguet as well as an office building located inside the campus of the University of the Cordilleras (UC) to the jurisdiction of the DOST-Cordillera Administrative Region Office as part of its ongoing reorganization drive.

In her remarks, DOST Secretary Estrella F. Alabastro stressed that the twin turnover rites reflect the Administration’s commitment to deliver effective and efficient government service to its publics, citing the establishment of the Urban Science and Technology Center, to be housed in the UC building, as the S&T department’s response for programs and projects focused specifically for Baguio City in recognition of its stature as the regional center for commerce and education.

For his part, DOST-CAR Director Ben D. Ladilad stated in his acceptance speech that his agency sees great opportunities awaiting the constituents in the Cordilleras, especially under the aegis of DOST’s Small Enterprise Technology Upgrading Program or SET-UP, while eagerly awaiting the challenges that come with new and added tasks and responsibilities.

The event also highlighted the awarding of ISO 9001:2000 certification to the DOST-CAR office. Later in the day, the Secretary inspected a number of DOST project sites including the DOST-CAR sericulture facilities, the PAGASA weather radar center in Sto. Tomas, Tuba, the temporary campus for the newly-opened Philippine Science High School-CAR, and SET-UP project beneficiary QF Enterprises along Naguilian Road before heading to Bangued, Abra for another round of project visits.

In Abra, Secretary Alabastro and party checked on the status of SET-UP project beneficiaries such as V & V Enterprises, a producer of local delicacies, Balbin Furniture, which specializes in ornate woodworks, and … SET-UP is an umbrella program that rationalizes and links all DOST services to address the technological needs of small and medium-scale enterprises with the support of its regional offices, research and development institutes, planning councils, and line agencies.
