The Department of Science and Technology will draw the spotlight to 10 Outstanding Technology Adoptors for taking on DOST generated technologies over the years and bringing enhanced products to the market. The awarding rite is slated September 19 at the Manila Hotel.

Department of Trade and Industry Secretary Peter B. Favila is the keynote speaker for the event. Department of Science and Technology Secretary Estrella F. Alabastro will lead the ceremonies along with DOST Undersecretary Fortunato T. De la Peña, and Philippine Nuclear Research Institute Director Alumanda M. De la Rosa who is co-chairperson of the golden jubilee program committee.
The 10 honorees were selected among dozens of technology adoptors based on ability to sustain the technology innovation, utilization, technology impact at industry level, employment generated or community empowerment, and recognition from other award-giving bodies on product excellence as a result of DOST intervention.
The award is part of DOST’s golden jubilee celebration and recognition of “50 Men and Women of Science” whose efforts and achievements contributed to the growth of S&T in the country over the last 50 years.
The 10 OTA include:
Virgilio Jose, a former military officer who established VjANDEP Bakeshop that produces VjANDEP Pastel-a Spanish word for cake and a favorite Cagayan de Oro pasalubong item. The bakeshop’s production expanded significantly following technical assistance and trainings on GMP, HACCP, CP+EMS, MPEX, ISTIV, and packaging and labeling development through DOST’s flagship Small Enterprise Technology Upgrading Program or SET-UP. The GO Negosyo CDO chapter previously cited him as the “Most Inspiring Entrepreneur from Northern Mindanao.”
Jose Bituin of Betis Craft Inc., a furniture manufacturer based in Guagua, Pampanga that went into export in the ‘70s. Through DOST’s Forest Products Research and Development Institute, BCI installed its first kiln dryer that adjusts the moisture content of wood furniture to meet requirements of foreign mostly Western markets. In 2007, Bituin received the “Outstanding Entrepreneur Award” from Go Negosyo, and won the “Best Employer: Techno Center Locator, Parangal ng Pangkabuhayan 2005 from the Technology and LivelihoodResourceCenter, now DOST’s TechnologyResourceCenter.
Arden Siarot, a Cebu City-based manufacturer and exporter of fine furniture, home accessories, and gift products to famed international shops. His company, Arden Classics received DOST-SETUP technical and financial assistance in the installation and operation of electroplating facility. Siarot was recipient of the President Ramon Magsaysay Award given by the Technical Education and Skills Development Authority.
Clemencia A. Padre of Ilocos Food Products is recognized for the “Chichacorn”-a crunchy corn bits that’s highly nutritious. It is briskly exported to US, Canada, Hong Kong, Singapore, Australlia, and Japan, among others. Chichacorn benefited from DOST’s assistance on packaging materials, along with acquisition of mechanical dryer, automatic packaging machine, and wastewater treatment facility. Padre was recognized as a “Top Seller in the Processed Food Sector,” and received the Gawad Saka by the Department of Agriculture as the Regional High Value Commercial Crop processor in 2001-2002.
Dr. Jose Ildefonso Costales, Jr. is a government doctor and surgeon by profession who ventured successfully in tilapia farming. He got hooked to the business through the Consultancy for Agricultural Productivity Enhancement program or CAPE under DOST’s Technology Application and Promotion Institute. The assistance allowed him to expand his hatchery and production of sex-reversed tilapia fingerlings. Dr. Costales, a DA-Gawad Saka awardee, owns and manages a three-hectare fish farm that produces eight million fingerlings annually with annual sales of P4.2 million and income of P3.3 million.
Joseph and Lydia Lomibao, an enterprising couple from Camarines Sur used to ply offices and pasalubong outlets selling “pili tart” in 1999. The owners of J. Emmanuel Pastries sought SET UP assistance in the improvement of their makeshift production facility. The intervention package includes plant lay out/design, innovative packaging and labeling, waste management, GMP training, and product testing and analyses. In 2005, they raised monthly production to 30,000 and with annual sales of P3 million. It became the first national Gawad Saka Awardee for the “Outstanding High Value Commercial Crop Processor.”
Philip Tan is the president and CEO of Wellmade Motors and Development Corporation, which is into automotive remanufacturing and overhauling until it expanded into remanufacturing of metal component parts, on-site/in-place machining, hot/cold fusion welding, and machining/fabrication of high precision parts for the transport, power plants, and manufacturing sector. Through DOST, it acquired accurate automatic gear hobber and milling machines. Tan received the 2005 Presidential Award for Productivity and Quality, and was finalist for the Employer of the Year by Employers’ Confederation of the Philippines, and DTI’s National Award for Consumer Welfare (2004, 2005, 2006).
Leticia O. Belarmino has baked Lety’s Buko Pie as probably the most popular pasalubong item out of Los Baños, Laguna. The pie went through technological transformation following DOST assistance such as improvement of package and label design, adoption of blast freezing technology to extend shelf-life to 12 months, food quality and safety standards, and productivity enhancement. Lety’s Buko Pie gobble up numerous awards for the proud owner including the 2005 Outstanding Citizen of Los Baños Award for Entrepreneurship, 2006 Gawad SAKA Award, HVCC processor Category (regional level award Reg. IV), and the 2006 Product Processor Innovator Award (national level) for Coconut-baked products from the Philippine Coconut Authority.
Victoria C. Wallace’s interests had grown from organic vegetable farming and resort and restaurant operation into the establishment of Bohol Bee Farm, which produces honey spread, salad dressing, corn coffee, tea, and pastries. Through DOST’s intervention, it developed variants of honey-based spread. The intervention included the fabrication of a bigger blender/mixer and a recommendation to use industrial grade hot air blower instead of ordinary hair blower for faster cap sealing. BBF received the Go Negosyo Award in 2007. Production swelled to 3,360 bottles monthly in 2007 from previous 1,260 bottles monthly output in 2003.
Manuel J. Salazar is the president and CEO of Pascual Laboratories, Inc., which adopted the production technologies on Lagundi and Sambong herbs popularly known today as ASCOF-a cough remedy, and RELEAF-a diuretic and dissolution medicine for kidney stones. These products were developed and licensed by DOST’s Philippine Council for Health Research and Development. PLI has earned for the Philippines its first recognition for Quality Excellence in locally produced medicines from the prestigious International Exhibition of Inventions, New Techniques, and Products in Geneva, Switzerland in 1997. It also received citation from DTI’s Golden Shell Awards for its export potential.
