The article entitled “How far is the Philippines from achieving inclusive growth” was published in Businessworld last April 4, 2018. The scorecard shows mixed results based on the following indicators: GNI per capita, poverty incidence, subsistence incidence, food inflation, human development index, employment/unemployment/underemployment rates and Global Innovation Index (GII).

Based on 2015-2016 baselines to 2017 actual performance, the Philippines exceeded targets in GNI per capita (increased growth rate from 4.1% in 2015to 6.5% in 2017) and underemployment rate in areas outside NCR (decreased rate from 19.7% in 2016 to 17.4% on 2-17). It also improved in the GII (74th rank in 2016 to 73rd in 2017) and remained stable in food inflation at 3.7%. However, its performance in employment/unemployment failed to meet the targets in 2017 as unemployment rate increased from 5.5% in 2016 to 5.7% in 2017, employment generated decreased in 2017 and youth unemployment rate increased from 11.6% in 2016 to 14.4% in 2017.
