The Businessworld published on August 19, 2015 the Global Creativity Index 2015 which compared 139 nations from 2010 to 2014. The Philippines ranked 52nd. This index measures the following: a) technology in terms of R&D effort, share of GDP devoted to R&D, patents; b) talent in terms of creative class share in work force and share of adults with higher education; and c) tolerance which includes factors such as racial, ethnic, and sexuality tolerance.

Based on latest survey in 2013, the Philippines share of GDP devoted to R&D is at 0.14%.
