APPLICATION TO THE BALIK SCIENTIST PROGRAM (BSP)

Science and Technology experts who are Filipinos, or foreigners of Filipino descent shall be encouraged to return or reside in the Philippines, and share their expertise in order to accelerate the scientific, agro-industrial and economic development of the country.

If requirements are complete, the processing of application and admission to the Balik Scientist Program (BSP) may take at most one (1) month.

WHO MAY AVAIL OF THE PROGRAM

  1. Foreign-based Filipinos or foreigners of Filipino descent, with graduate/advanced degrees and internationally-recognized experts in the priority sectors of DOST, who are willing to come back and serve either on a short or long term basis;
  2. Public and private institutions, which may need the expertise of a Balik Scientist and are willing to serve as Host Institutions.

REQUIREMENTS

  1. Accomplished Balik Scientist Program (BSP) Form, with 2”x 2” photo and detailed curriculum vitae of the Balik Scientist Applicant
  2. Photocopy of the Balik Scientist Applicant’s diploma or transcript of academic record or a certification of academic achievements from a credible local or international public/private institution/association
  3. Endorsement/Invitation letter from a credible local public/private institution/association (if application is submitted directly by the Balik Scientist Applicant)
  4. Copy of a valid certificate of registration, valid professional license or a temporary special permit or any foreign license, or any valid documents for identification
  5. Specific Terms of Reference/Work Plan and expected output indicating the concurrence of the Host Institutions (for applicants under the short-term category)
  6. Detailed Statement of Research and/or Activity Plan with concurrence of the Host Institution/s  (for applicants under the long-term category)

HOW TO AVAIL OF THE SERVICE

1 Submits the application and documentary requirements Receives, acknowledges submitted application, reviews completeness of documents relative to the application and qualification of the potential Balik Scientist/ host institution 1 working day BSP Secretariat of Concerned Council
   

For applications with complete documents:
Forwards application to the technical evaluators of the concerned Council

For applications with incomplete documents:
Advises potential host institution/Balik Scientist to submit the lacking requirement(s);

 

1 working day BSP Secretariat of Concerned Council
   

Evaluates the application based on the documents provided including the accomplishments, outputs from previous engagement (if applicable), and the merit of the Balik Scientist’s visit if aligned with the DOST’s S&T priority areas;

Recommend revisions in the terms of reference (TOR) as necessary;

Solicit comments/views from other concerned Council/s, if applicable;

 

Within 5 working days Technical Evaluators of the Concerned Council/ Council Heads
   

For qualified applicants, submits recommendations to the OUSEC for S&T Services;

For applicants not qualified, notifies the Scientist/Host of the disapproval of the application.

1 working day BSP Secretariat of Concerned Council
   

Checks result of evaluation.

If the Usec for STS agrees with the Council's recommendation, endorses the application to OSEC for final approval.

If the Usec for STS disagrees with the recommendation of the Council, refers back the documents to the Council for re-evaluation.

Within 2 working days OUSEC for S&T Services
    Re-evaluates the application and submits recommendations to OUSEC for S&T Services Within 3 working days Concerned Council
   

Checks result of re-evaluation.

If the Usec for STS agrees with the Council's recommendation, endorses the application to OSEC for final approval.

If the Usec for STS disagrees with the recommendation of the Council, refers back the documents to the Council for disapproval.

Within 2 working days OUSEC for S&T Services
    Approves/Disapproves application based on endorsement of the OUSEC for STS and the concerned Council/s Within 3 working days DOST Secretary
2 Receives notification on the result of the evaluation of application

If the Secretary disapproves the application, the concerned Council informs the host institution/ scientist of the decision.

If the Secretary approves the application, the concerned Council advises the BSP Awardee to make the necessary arrangements to return to the Philippines and informs the Awardee and host institution of the Secretary's decision.
