Calling all science fans! You have the chance to see twelve Pinoy scientists from abroad and their innovations on October 14, 2022!

The Department of Science and Technology (DOST) will conduct the 8th Annual Balik Scientist Program (BSP) Convention on the said date with the theme, “Kasangga sa Paglinang ng Agham at Teknolohiya para sa Maunlad at Matatag na Kinabukasan,” The convention will provide updates on the recent technologies, research studies, and capacity building initiatives that revolve around the research areas of health, agriculture, aquatic, industry, and energy.

Twelve presentations will be featured by the Host Institutions of Balik Scientists and the Balik Scientists themselves coming from the three sectoral Councils of DOST, namely: Philippine Council for Health Research and Development (PCHRD), Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (PCAARRD), and Philippine Council for Industry, Energy and Emerging Technology Research and Development (PCIEERD).

Similarly, the future plans of the program shall be presented by DOST. The Convention will provide an avenue in increasing the public’s awareness on how Balik Scientists have contributed in addressing national concerns, as well as the impacts of their engagement to the target users, Filipino people, and the economy. Through technical presentations and panel discussions, the DOST aims to continue the exchange of ideas that will create opportunities to build a stronger scientific community.

The program has already engaged a total of 603 Balik Scientists under 773 engagements in 130 Host Institutions from 1975 to August 2022. Balik Scientists and Host Institutions engaged from 2020-2022 will be recognized during the Convention. The convention will likewise be enjoined by potential host institutions and other stakeholders from the different National Government Agencies.

Established in 1975, the BSP aims to encourage Filipino scientists to return home and share their expertise. The Program was strengthened in 2018 when the Republic Act 11035 was signed, mandating the institutionalization of BSP. During this period, the program came up with the new Implementing Rules and Regulation (IRR) and updated the Memorandum Circular 001 series of 2021 as a revamp to the existing guidelines that provided better incentives to Balik Scientists.

For the first time since the pandemic, the Convention will be held in a hybrid setup. Selected participants will join face-to-face while others can join online via Zoom by registering at (https://tinyurl.com/8thBSPConvention).
