Prospective bidders should have experience in undertaking a similar project within the last three (3) years with an amount of at least 50% of the proposed project for bidding. The Preliminary Examination of Bids shall use non-discretionary “pass/fail” criteria. Post-qualification of the lowest calculated bid shall be conducted. Prospective bidders may opt to bid for any or all the two (2) lots. Bids received in excess of any or all of the ABCs of the sub lots and lots shall be automatically rejected at Bid Opening.

 

Bidding is restricted to organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, as specified in Republic Act 5183 (R.A. 5183). Only bids from Bidders who pass the preliminary examination of the eligibility and technical components in the technical envelope will be opened. The process for the preliminary examination of bids is described in Section II of the Bidding Documents, ITB. The bidder with the lowest calculated bid (LCB) shall advance to the post-qualification stage in order to finally determine his responsiveness to the technical and financial requirements of the project. The contract shall then be awarded to the Lowest Calculated and Responsive Bidder (LCRB) who has been determined as such during the post-qualification procedure.

 

All particulars relative to Eligibility and Technical Requirements Screening, Bid Security, Performance Security, Pre-Bidding Conference(s), Evaluation of Bids, Post-Qualification and Award of Contract shall be governed by the pertinent provisions of R.A. 9184 and its Implementing Rules and Regulation (IRR).

 

Bid Documents will be available only to prospective bidders upon payment of a non-refundable amount of Php 1,500.00.

 

The Department of Science and Technology assumes no responsibility whatsoever to compensate or indemnify bidders for any expenses incurred in the preparation of the bid.

Specifications:


  • Two (2) units van each for 25 and 27 and One (1) unit for 26 November 2013
  • Vehicle year model must be at least 2011 and up with a 10-12 seater capacity
  • Minimum engine displacement at 2.5L liters or 4 cylinders gasoline engine
  • Fully air conditioned
  • Preference for uniform color and model
  • Three (3) days rental and minimum use of 10 hours per day


The Itinerary of travel is as follow:

Arrival of Taiwanese Delegates (min of 8 persons)

Route: (1) NAIA Airport to Hotel in Pasay/Makati and vice versa and (2) Hotel to Welcome Dinner Venue and Vice Versa for a minimum of 10 hours

Offsite Tour within Manila

Route: Hotel in Pasay/Makati to Tour Site (Manila Area) and vice versa for a minimum of 10 hours

 

  • 27 November 2013 (Wednesday)

Departure of Taiwanese Delegates (min of 8 persons)

Route: Hotel in Pasay/Makati to NAIA Airport and vice versa for a minimum of 10 hours

 

General Requirements:

  1. Rate offers must be expressed in terms of daily and weekly rates basis, inclusive of VAT, driver’s food, fuel cost, toll fees and parking fees and all applicable taxes and charges.
  2. Additional charges in excess of the minimum hours per day service should also be indicated, if applicable.
  3. All vehicle units are required to have drivers with uniforms.
  4. Rental Company must provide “best effort basis” replacement units on the day the vehicles are restricted from the Unified Vehicle Reduction Scheme (UVRRS) and during accidents and repairs with the same class and same carrying capacity.
  5. Inclusive of comprehensive insurance coverage (CIC), third party liability (TPL), bodily injury (BI) and Auto Passenger Insurance Coverage (APIC).
  6. Availability of a 24-hr action team to any road/traffic emergency situation such as accidents and breakdown.
